Lahore has officially announced the holding of Basant 2026, under which the government has given conditional permission for kite flying with strict safety conditions. The notification issued by Deputy Commissioner Lahore Syed Musa Raza has issued detailed SOPs for the district administration, police, kite flying associations and citizens.

According to the notification, digital registration has been made mandatory for all persons making and selling kites and strings, for which the e-Biz app and online portal have been activated. The sale of kite flying equipment will be allowed from February 1 to 8, 2026.

The guidelines clarify that there will be a complete ban on the making and sale of spinning wheels, while strings can only be sold in the form of ‘pinna’. A zero-tolerance policy will be adopted on the use of nylon, plastic or metal wire.

According to the Deputy Commissioner, kite flying will be allowed only on February 6, 7 and 8 and strict action will be taken against violators. It has been made mandatory for motorcyclists to install safety wires on their bikes.

According to civil protection experts, if digital registration, monitoring and strict enforcement at the ground level are ensured, Basant can be celebrated safely as a cultural festival.
