Stressing the need for large-scale reforms in Pakistan’s accountability structure, the IMF has suggested in its latest report that NAB, FIA and provincial anti-corruption departments be given full administrative and investigative independence so that anti-corruption operations can be carried out fearlessly and effectively.
The report says that access to major financial scams and government-level corruption will be possible only if the professional capabilities of these institutions are enhanced and transparent accountability processes are ensured within them. The IMF has suggested that a more rigorous and non-political procedure be adopted for the appointment of the NAB chairman.
The IMF says that for transparent governance, a central authority should be formed that keeps a complete digital record of the assets, financial activities and powers of government officers of grade 20 and above. In this system, the FBR, Parliament and the Establishment Division should be given joint responsibilities.
In addition, the report also emphasizes increasing data sharing between NAB, FIA, FBR and Auditor General for identifying suspicious transactions and investigating corruption, so that the process of obtaining solid evidence in cases and prompt action can be strengthened.
