The Ministry of Energy has approved the Nepra Solar Consumer Rules 2025 after consulting stakeholders, under which a new system of net billing is being introduced. According to the new policy, the contract period of solar consumers has been reduced from 7 years to 5 years.
According to experts, the new policy is a big advantage for solar consumers, as now instead of an additional surcharge, they will get the benefit of per-unit exchange, and the new solar net billing price per unit has been fixed at around Rs 11.
According to Nepra officials, in the current net metering system, consumers used to get the benefit of Rs 25.98 per unit price; however, under the new policy, it will be mandatory for consumers with a load of less than 25 kW to obtain a licence from Nepra. Earlier, domestic, industrial and commercial consumers were exempted from the licence to this extent.
Energy expert Dr Fahad Mahmood said, “This move provides a transparent and predictable system for solar consumers. The new per-unit price and short contract period are necessary to provide immediate benefits to consumers.”
Nepra sources added that the Ministry of Energy, DISCOS and Nepra completed this procedure after several months of consultation and also informed the federal government that it was not possible to operate the system effectively without the new policy.
According to experts, this policy will bring transparency and balance to the solar net billing sector and will save consumers from additional financial burden. Individuals and businesses investing in solar energy will also be able to benefit from this change.
