Pakistan Plans to Raise Mortgage Finance to 5 Percent of GDP by 2035

The government has proposed a major expansion in mortgage financing, targeting an increase to 5% of GDP by 2035 from less than 0.5% currently.

The proposal is part of a broader housing, construction and real estate reform framework being developed under the Uraan Pakistan programme.

The framework also targets the construction of 300,000 to 400,000 housing units annually.

Pakistan currently faces a large gap between housing demand and supply. Annual demand is estimated at around 700,000 units, while supply stands near 250,000.

The government is also planning to digitise land records, property permits, valuations and transfers by FY2029.

A one-window system for construction approvals is among the proposed reforms. The framework also includes secure escrow arrangements for property transactions and incentives linked to verified construction progress.

Officials believe improved mortgage availability and streamlined property procedures could support housing development and construction activity.

The government is also encouraging vertical development to make better use of limited urban land.
