The Pakistan Automotive Manufacturers Association has urged the government to reconsider recently relaxed rules for commercial imports of used vehicles.
PAMA said the new regulatory framework could increase competitive pressure on local vehicle manufacturers and their supplier network.
The association pointed to a sharp rise in commercial used vehicle imports during 2026. Imports increased from 48 units in May to 843 in June, 1,938 in July, 1,445 in August and 2,276 in September.
PAMA said some safeguards included in the previous framework have been removed or reduced. These include certain capital requirements and after-sales service conditions.
The association also highlighted the absence of a strong product recall mechanism and changes in vehicle inspection responsibilities.
According to PAMA, commercially imported used vehicles can benefit from depreciation-related cost advantages while local manufacturers carry substantial investment, employment and compliance costs.
The association has asked the government to review the notification and hold consultations with industry stakeholders.
PAMA warned that unchecked growth in used vehicle imports could affect local investment, employment, localisation and government revenue.
