Pakistan’s Upcoming Budget Reflects IMF Constraints and Strategic Spending Priorities

Speaking at a ceremony in Karachi, Federal Finance Minister Muhammad Aurangzeb has emphasized the growing role of the private sector in Pakistan’s economic direction. He said that the main task of the government is not to run businesses but to provide an environment where the private sector can invest and carry out business activities.

Muhammad Aurangzeb said that encouraging private investment is essential for sustainable economic stability. According to him, the privatization process is also being taken forward under the same policy and the government intends to continue this project.

The Finance Minister, referring to his visit to Karachi in March 2024, also mentioned the stock index at that time. He said that during this period, the market was at the level of about 67 thousand points. He also talked about the release of Rs 60 billion so far under the “Apna Ghar” scheme and the approval of loans worth Rs 340 billion by banks.

Mentioning another important aspect of economic policy, Muhammad Aurangzeb said that the Capital Market Development Council is formulating its recommendations. The government has been paying attention to the development of the capital market and the promotion of corporate bonds in the past. Issues related to the bond market, regulatory facilitation and increasing investor participation were also discussed in the council meeting in March 2026.

The Finance Minister said regarding foreign investment that the investment process does not give immediate results and it may take time. According to him, economic stability should not be judged only by the tax collection target, but also the progress of collecting more than the target should be given importance.

Muhammad Aurangzeb said that the government wants to lay the foundation for the “New Economy 2.0” for the next phase of the economy. According to him, efforts are being made to increase the access of the bond market to retail investors. The aim is to broaden the scope of investor participation in the financial market.

This direction of the government is also in line with efforts to link the capital market with the banking system more effectively. Earlier, the Finance Minister had said that a strong capital market can help meet long-term financial needs.
