Sindh Posts Record Revenue Growth Despite Economic Challenges

Pakistan has recorded a significant increase in income tax return filings during the current fiscal year, with more than 7.5 million returns submitted so far. However, the rise in filings has not translated into higher revenue, as tax collection remains below the level recorded during the same period last year.

According to official figures cited in media reports, 7,556,387 income tax returns have been filed, generating Rs100.605 billion in tax revenue.

The number of filings stood at 5,942,175 during the corresponding period last year, showing an increase of 1,614,212 returns.

Despite the growth in submissions, tax collection declined by Rs11.58 billion year-on-year, highlighting the difference between expanding the number of tax filers and increasing actual revenue.

Non-salaried individuals accounted for the largest share of returns, with 5,069,378 filings compared with 3,676,000 during the same period last year.

Meanwhile, salaried individuals submitted 2,372,814 returns. Their reported tax liability stood at Rs9.5184 billion, according to the available figures.

The corporate sector recorded a decline in filings, with company returns falling to 15,243 from 18,051 in the previous year’s corresponding period.

In contrast, associations of persons recorded an increase in submissions. Their returns reached 98,952, compared with 91,766 last year.

Registration under the scheme for small retailers also continued, with 3,295 registrations completed. Of these, 2,811 were processed through the online portal and 484 through the mobile application.

The figures point to a mixed picture for Pakistan’s tax system. While the increase in return submissions indicates a wider filing base, the decline in revenue suggests that the number of filers alone does not provide a complete measure of tax performance.

Improving income reporting, strengthening compliance and bringing more economic activity into the formal tax system remain important for increasing revenue. The challenge for tax authorities will be to translate the expansion in filings into sustainable growth in government receipts.
