The death of 14 newborns in a fire at the Children’s Nursery Ward of the Pakistan Institute of Medical Sciences (PIMS) has raised serious questions about the hospital’s fire safety system and emergency arrangements. The incident took place on the morning of August 26 on the third floor of the Mother and Child Health Center. According to initial reports, the fire was caused by an electrical short circuit, but the final cause can only be determined after the investigation is completed.
The CDA Fire Incident Report that emerged after the tragedy did not limit the matter to the cause of the fire. The report highlighted the difficulties encountered during the fire safety arrangements and rescue operations. The fire brigade personnel reached the spot a few minutes after receiving the information, but by that time the children in the nursery were facing serious danger.
According to the report, the rescue operation was hampered by the initial response of the security staff. The lack of effective crowd control at the scene of the fire was also pointed out. This situation raises the question of how effective the hospital’s internal system, security and communication between rescue teams were in an emergency.
Fire safety arrangements have also come under discussion after the tragedy. The investigation will need to look into the condition of the fire alarm, firefighting equipment and emergency exits in the nursery. It will also be necessary to find out how prepared the hospital staff was to move the children to a safe place in the event of a fire.
Immediately after the incident, investigation committees were formed at the district administration and PIMS levels, but these committees were later dissolved. Now the main investigation into the matter will be conducted by a high-level committee formed by the Prime Minister.
Prime Minister Shehbaz Sharif, taking notice of the incident, has directed an investigation and determination of those responsible. The federal government has also removed the Federal Health Secretary from his post. The government has indicated that it will review various aspects of the incident and take action against those responsible.
The tragedy claimed the lives of 14 newborns. Therefore, the scope of the investigation should not be limited to finding out the cause of the fire. It must also be determined whether there was any flaw in the fire safety or management system that made the accident more deadly.
Even if a short circuit is proven to be the main cause of the fire, the question remains as to why the children could not be saved immediately after the fire. Similarly, despite the timely arrival of the fire brigade, a detailed review of the extent of the damage, the nursery’s safety arrangements and the initial response of the staff is also necessary.
The death of 14 newborns is a major national tragedy. Now the real test is for the investigation committee to only identify the causes and management flaws of the incident or to clearly identify the responsible individuals and institutions and recommend practical action. At the same time, it is also necessary to re-examine the fire safety arrangements in the country’s major government hospitals so that such tragedies do not recur.
